Army Man

Is an Army man who is attached at peace station as per directions by MoD, entitled to draw CILQ?

Hello any Expert of Q matter ! I am an Army man presently attached at Peace station i.e. Delhi. My attachment was carried out as per the directions of MoD. My parent unit is also at another peace station. Am I not entitled to draw CILQ ? Plz suggest rules/regulations if entitled & also if not entitled. Thanks & Regards.
